Shurikens and poison skill

I am finding it difficult to buy poisoned shurikens so I will probably make my own. To make the shurikens I need 45 smith skill but I can't find a guide on the amount of poison skill needed to poison them and the type of poison they hold. I would be grateful if anyone could show me where to find this information.

Also, looking for a vendor that sells poisoned shurikens.

You need high level poisoning to put on the deadly poison, probably 95+.
