Semi-Rares (Lockpicks, arrowshafts)

I've been trying to track down the old spawns. Been doing well so far, but can't seem to find the lockpicks (set of 3) and the broken arrow shafts.

Has anyone found these 2 items recently? Could u tell me their location? Thanks

It's been a few months since I took my thief out hunting, but I was able to find arrow shafts last time I went. I've never found lockpicks that looked any different from regular crafted ones.

Arrow shafts spawn in tinker shops, but they're few and far between. I usually had to empty the chests out multiple times before I could get them to spawn for me.
