It is the first item that does double sounds, i.e. when its turned on and you walk by not only does it make a normal wind chime sound and makes a wind sound on top of that.

Very cool item, I have one displayed in my museum on Pac if you want to hear sounds. My museum is located Pac, Tram, New Mag. Infront of black sparkle thing in road.

true double sounds, but its also a fairly common color (not neon or two-tone) of a player craftable.
