Where do we obtain sacks of sugar??

You can get that as well as the other choc ingredents from killing paragons in ish. Does't really matter that they have to be high end monters, I've gotten it off of Para ridgebacks and ratmen.

Yep, any paragon in Ilshenar can have them as loot. I usually hunt the shadow wisps at the Champ Spawn near Spirituality for them.
