Not sure if that would be meant for PvP (I can't speak to that much) but from a PvM standpoint I don't think it's worth much. It's antique which isn't great for a PvM warrior likely taking lots of hits (it will wear out fast) and there are 3 wasted properties for a warrior (Night sight / SDI / LRC) in which HCI/DCI are missing. It's not going to work for any warrior running the swords mastery (most sampires run that for onslaught) because the mastery is based off real skill so swords will already be at 120. It might work for a paladin but again with it not having HCI or DCI those properties need to now come from other places.
