Question on Doom Bag and Empty Half Barrels

There is a Bag on the ground near the section of tunnel that leads to the skinned goat. My question is what does this bag do ? I have tried dropping runes in it but nothing happens .
Second question is what is the point of the empty half barrels in the caged area holding the restless souls where the Zyronic Claw is supposed to spawn .
I have tried looking up the info on stratics but so far have found nothing
