I was wondering how effective is this especial move, how it work?

Reading at uoguide "Temporarily enchants the attackers weapon with deadly psychic energy, allowing it to damage the defenders mind and their ability to inflict damage with magic."

Did make opponent lose their mana like Mana Drain Spell and apply SDI loss? Or just apply SDI loss?

It reduces your targets SDI.

by how much - does it go negative, or just remove bonuses

4%-16% depending on the difference between your Int and the target's, and yes it can go negative.
