General Public Trash Cans and Blessed Items

Prior to Pub 86, you had to use trash cans/barrels in your house to turn in blessed items. Yesterday, I was able to use the public trash chest in Luna (Baja Shard) to turn in 16th Anniversary Horses and Silver Trays - both blessed items.
