It depends on what you mean by pre-patch. All Talon Bites now have the same base damage, but for some reason the newer ones haven't been spawning with the correct damage increase property.
Yes they are still out there and yes they do more damage than the ones spawning now.
Yes I have a few of them on Catskills!
