Powder of Fortification

Can someone give me a straight answer on this?

I was thinking of using my Spring Cleanup Mage Armour set on one of my chars. Obviously it will take damage and can be repaired by a tailor deed, but inevitably it will lose some durability over time.

Simple question - does Powder of Fortification restore this lost durability for this type of leather set armour?

Why don't you just use the powder on it and see? It's not like the powder is hard to get.
