It seems if I reach 100 percent on a training level and save some training points until later, the training bar continues to display 100 percent progress. So if I keep training without using all the points to set the bar back to zero, am I not making progress toward the next level? (This is EC, if it makes a difference)

You can't move to the next level of training till you spend all your points.

Also it counts that % you don't get towards that mob. If the crazy mage was going to give you 50% and you hit 100 at 20% the % you should have received is still being added to the Crazy mages limit if you keep fighting.

Stop when you are at 100% and you can go back for the other 30%.
