correct me if im wrong...but i think you can get the whips from the ranger huts just outside skara brea..jump in a boat and cross the bay area and you'll come across the little ranger huts.... look inside the locked chests...just need some lockpicking and stealing...and if you dont have those skills im sure people around here wouldnt mind helping you out
