Parchment Addressed to Ilana Seiren

Wrapped in black silk - and presented upon a piece of unblemished vellum - is a parchment addressed to Ilana Seiren.

Similar notes have been distributed to various Necrarchs and Houses of the Necropolis. Though none bear the stains or accutrements associated with travel through the Abandoned Lands.
I wonder ...What does the head of a renegade necrarch go for these days?
