The presiding officer and leader of the Council shall be the King or other Monarch of the realm, or a designate thereof.
The presiding officer and leader shall decide the agenda for the Council, shall decide rules and procedures for debate and deliberation, and shall conduct meetings of the Council.
The Council shall exist to advise the King or other Monarch of the realm and to bring the concerns of the people and the main political entities (defined as the Virtue Cities and Vesper) of the realm to the King or other Monarch. The presiding officer shall allow as much freedom of debate and discussion as is necessary, convenient, and proper for those purposes and other purposes as he shall designate.
There shall be one member of the Council for each main political entity of the realm (defined as the Virtue Cities and Vesper). The members of the Council shall be elected by the people of those Cities, shall have the title Governor, and duties and responsibilities aside from those arising from sitting on the Council shall be decided by the people and government of that main political entity of the realm.
All meetings of the Council, save those designated as Emergency Meetings or Extraordinary Meetings shall include a time set aside for discussion of such matters as brought to the Meeting by the Governors. At the decision of the presiding officer and with the consent of the Governors, following the time set aside for discussion of such matters as brought to the Meeting by the Governors, there may be time set aside for discussion of such matters as brought to the Meeting by the general public.
All meetings of the Council, save those designated as Emergency Meetings or Extraordinary Meetings shall be public and held in Castle Blackthorn. Meetings designated as Emergency Meetings or Extraordinary Meetings by the presiding officer may be held where and under such conditions as designated by the presiding officer.
All meetings of the Council, save those designated as Emergency Meetings or Extraordinary Meetings shall be publicly announced prior to their occurrence, and when practical all Governors shall be notified prior to the public announcement.
There shall be a Regular Meeting of the Council no less than once a month in months when no election for Governorships is being held. At no point shall a Regular Meeting be held simultaneously with an Emergency Meeting or an Extraordinary Meeting.
Governors shall inform the presiding officer if they are unable to attend any meeting of the Council. In the event of non-attendance, Governors may provide the presiding officer with written remarks which shall be read at the meeting by the presiding officer or by a designate thereof, unless they are ruled non-germane. Governors also may appoint someone, with prior approval of the presiding officer, but that person shall not be considered Governor and shall not sit at the table, but rather merely shall speak on behalf of the city.
