Umbra Hosts a Black Tie Gala to Benefit Rebuild Efforts

The citizens of Sosaria are cordially invited to attend the Black Tie Gala of Umbra on August 14th, at 8 o'clock in the eve' by the great Captain Kalmar Erikkson of the Royal Britannina Guard and Jonas Callahan, Head of Merchant Associations for Umbra. Formal attire is required.

and what exactly is considered formal and informal? I have a full gold plate suit accented with either red or ice blue accessories. It doesn't do a thing for protection, but it sure looks good

Generally a "black tie" event is formal attire, which means (usually) men wear tuxedos, women wear long cocktail dresses. Think wedding attire.

I think it was Val'is who used to run around in game with a vampire in a tux.

It consists of (if I remember correctly) a fancy shirt (white), a black jin-baori, black leather sleeves, black pants, black shoes (not boots), a black cape (I suppose this could be optional) and a red obi around the waist like a cummerbund.

All the black stuff was dyed (I assume) with black plant dyes to make them all match as close as possible. In the paperdoll there were small gaps and graphic glitches that showed gaps in the outift, but on the actual character it all matched perfectly and it looked like he was wearing a tux (at least in the classic client).

It wasn't Va'lis, I want to say podo but I'm almost certain that isn't right either. And for some reason I think the name started with a T, Regardless if I'm able to show up I'll come as Rotep in the same blue robe he always wears carrying the same spell book under arm with the same attitude. And if he gets called on it he will dodge around the question until the subject is changed just like I always have him do.

No, the character name isn't Val'is, I thought it was one of his characters, but I wasn't exactly sure. I think it's one of the regulars around here though.
