So i played back in 99, returning and starting from scratch. I don't have mass amounts of wealth to start a Sampire because that seems the way to go and I don't think i can acquire the gear necessary to be able to run it. What build would you suggest for a uber newb with little resources. Just something to get me going where i can kill and make a little gold in order to get better stuff. Sorry if you've heard this before in advance.

A gargoyle with Throwing. Buy a Soul Glaive from the smith shop in Royal City (Ter-Mur on the moongate list)

To start with raise Focus, Med and Resisting Spells all the way to the cap. This is really easy, just go to New Haven (it's on the moongate list, or start there). Focus and Med will shoot up anyway as you train. Go east out of New Haven to Old Haven and attack Spectral Spellbinders, don't kill them just let them cast on you, their spells do no damage and you will gain Resist. At 100 Resist you will automatically get 40 in all resists.

Other skills you should pick up; Tactics, Bushido, Chivalry. From there you can go a number of ways, I'd personally say Necro/SS to begin with.

Go to champion spawns that other people are doing in Ilshenar/Dragon Turtle and try and get rights, even if you can't pick up the gold that spawns at the end. You can then afford to buy the skills you need to train up to 40 (again in New Haven) and take the instructor quests to get from 40-50 with accelerated skill gain.

Familiarise yourself with item insurance so you don't lose anything you acquire.

Once you get up to a certain level start doing Fel champ spawns preferably in dungeons, for powerscrolls, mastery books, scrolls of transcendence, skulls of power, 10th anniversary gear and replicas. Anything you don't find useful can be sold or turned in for clean up Brit points.

Start with 50 Chivalry, 50 Weapon skill, 20 Bushido. Buy Bushido/Tactics/Anatomy/Resisting Spells 40. (You may do 1-2 escorts in New Heaven if you need gold) Get this skills and Focus to 50 in New Heaven (new player quests). This takes about 2 hours.
