Housing/Boats Nether Cyclone Bug

In publish 76 you fixed this to Hail Storm:
Hail Storm can no longer be cast thru walls
Hail Storm will now have diminishing returns like the other area effect spells in the game


^ Both things STILL apply to Nether Cyclone and need to be fixed
