General Navery not dropping Eye of Navery Night-Eyes

So paged advisors on a couple different occasions. I have quit the quest and restarted it. The quest Green with Envy... you go and damage Navery Night-Eyes and you do not get the quest item you are supposed to.. Eye of Navery Night-Eye.
I have assisted in killing her about 30 different times across 2 days and do not receive the quest item .
