It was mainly about the city governorships and that Governor Vacant seemed very popular on Baja . Only two cities have governors - Britain and Skara Brae. She was letting us know that King Blackthorn can appointed governors. The player has to be at least adored in the city, must declare citizenship, and submit a petition (book) in writing about why they want to be governor of that city. They would be able to attend the council meetings with the King.
