What Olcher said is right on the money. Not all the grave robber timed artifacts were available by sand sifting. What I don't understand is why some shards still have the NPC and some don't. I'll count myself lucky, my shard still has the npc.

Yes, you can still sift on any shard, just some are missing the guy to buy them
