SoS can be fished up from a distance away from the actual spot. Get as close as you can and you'll probably be fine.

If i remember correctly you had to be within 20 tiles (UOAM) to get the treasure up.
I believe like mining, fishing skill sets the distance away? I know that boat though, it's been on a spot north of Skara Brae for months now I think...?
