You are correct Mask's and Hats can't be enhanced. They normally do have a cpl points higher in resists though then what a piece of armor would have. Such as the 20% ones in this mask.

I didn't know that, I thought you could enhance the masks just not the hats. Thank you guys for letting me know this.
