Does the JoAT racial reduce the chance to Parry with 80 dex and 120 parrying? 0 Bushido + 120 Parry + 80 Dex = 35% Parry chance with a shield, however if the JoAT 20% Bushido is added to the equation the parry chance drops by 5%.

No, it does not affect Parry chance in any way.
