Yep, it's still possible. You just need to donate enough to the city to qualify for it, then buy it from the guard captain. they cost about 250k and you can only get 1 per day. Easiest way to donate is to get a few thousand iron ingots and drop them all in the trade ministers donation box.

Just so you know, you still need to donate the stuff to the city to be able to place the banner in your house, even if someone like Alex is nice enough to give you a free one
Is there any significance to the banners other than a keep sake? Just wondering.

Mostly for decoration, and some people use them to "mark" their house as being loyal to whichever city, even if it isn't in the city. For example my house is in Luna but has 4 Trinsic banners on the outside wall since I am a citizen of Trinsic.

Well quite frankly and it might sound strange to many a people, but Jhelom was a captivating place to me when I was a young player. It was also the first place that I had the privilege of dying courtesy of a wraith.
