When the Focused and Concentrated options were removed, they were made always-on and don't cost additional charges.

So, all of them got toned down a bit, but the highest level tools of all types can still produce items with total weighted item property intensity that is significantly above what classic runic crafting can do.
Because before, they were "blowing the curve" so badly that there was no practical difference in hammers at and above Agapite -- they hit some hard maximum property count and intensity limits and were wasting their budget; they were producing things that were more powerful than intended.
So, all of them got toned down a bit, but the highest level tools of all types can still produce items with total weighted item property intensity that is significantly above what classic runic crafting can do.
