General Ignore List Bug

It is a long-standing bug in this game that putting a player on one's Ignore List will also block one's ability to see what spells are being cast. This makes it impossible to PvP against someone on your ignore list. In Trammel this makes EM events difficult for one who PvPs actively, and in Felucca it turns Player vs Player into Player vs Profanity.

I have to assume this couldn't possibly be an intended result and hence by definition a bug.
