[General] How to get reactive paralyze on a weapon?

Hi, I saw this on a crafted gargoyle bone harvester on TC - reactive paralyze.
Was reforged with towering and wizardry.

Now is this possible to get on human weps? As I never saw one? And is it possible to reforge the mod only?

What weapon you make?
Now I think only two hand weapon have reactive paralyze.
If you make two hand weapon,it have reactive paralyze about 10%.

any 2 hand wep no matter what ure trying to reforge?

well, could it be similar to the blood drinker mod? that the wep has to have para as a special? as the garg bone harvy i saw did have reactive on it. any ideas?
