Firstly, the instructions here mimic the details posted in a book inside Commander Kanlocke's office at RBG Headquarters in Castle British. We've placed it here for quick access.
To establish a new regiment where one was not previously, all you have to do is send an "in character" email through the EM website, under here Feedback : Catskills, that includes the following:
1) The location of your regiment.
2) Detailed in character explanation as to why you feel the RBG should place a permanent regiment there.
3) Any specific threats; past, present, or percieved future.
Remember that you have complete autonomy over your regiment regardless of guild tag, lack of a guild tag, or affiliation, which includes factions... however Minax and Shadowlords faction members are asked to hide their faction affiliations while in character.
