The age old question is answered:
I was digging in my old Napa Valley forum and I found an old post by Spock the thief from February 2007. Jeremy from EA posted the actual calculations used for the stealing formula in a Five on Friday. Spock broke it down, I promised to add it to the FAQ and... I never did. I found it again now and just added it in its own section:

I think I made sense of it before but my head hurt. The green text is a direct quote from Jeremy. The tables were made by Spock.
I also added a section on how to make an explosion trapped crate since someone recently PM'd me about it:
