How do you sign up for a free account

I read on TSO.E that there are free stricted accounts now... how would i go about getting one of these?? Do you just sign up for a trial account like the old days???

Also, after yesterday's patch, the only city you can play a free trial avatar is TC3....and only 1 avatar.
