House placement question

I was trying to help someone see if a house would fit in a particular spot. I got the message that I tried to place too many times and that I couldn't try again. I logged the char out and now two days later I still can't try out any spots.
How long does it take before you can retry. I know there is a reason for the system that is in place but this kind of delay is crazy.

Hrm, it should be like 5 minutes if you use the tool too fast and get the delay.

That sounds like a bug,like Sarsmi said,it should only be 5 minutes or so before you can try to place again.
