I've several times practised my house design on there so that I could build the real thing quicker on my regular shard.

No, they should not make your house on your regular shard decay.
Be forewarned though that all the shards (although you think they should be) are not exactly the same on ground tiles. I house size that will place on an Atlantic back-up may not place the exact same plot, on the exact same spot on the Pacific server.
Only real guarantee is if the back-up of test center is the same shard you are playing on.
