PvP/Faction Hail Storm Bugs

These started happening when Hailstorm was changed in Pub 76

1. Will sometimes hit friendly targets (Your own pets, guildmates, ect) (This does not happen with any other AOE currently in game)
2. Flags you criminal if it accidently hits a player vendor

I have submitted problem reports into the system on these two issues.
