Greater Explosion not doing damage?

Messing about with an idea, I asked a friend to be the willing target of some GExplo potions. These are supposed to have a 3 tile radius (tile 1 being the one u are standing in).

Testing was in my house in Fel. Potion thrower is in Factions, targt isn't. Not in a guard zone or anything like that. I took damage from the expo potions...yet target did not. WTF?

Any explanations anyone? Should I have been outside the house? Is anyone successfully using Explo pots in pvp...I don't mean winning..(lol)...just actually getting them to work?
