Does the bonus you get to Evasion, etc. apply if you use a +skill item or do you need real skill to get it?

Haven't read anything to suggest otherwise, but only one way of finding out: Test Center and a stopwatch.

Eh, I was feeling lazy when I was imbuing Connor's new ring/brace set. I decided to go ahead and get off my ass and work Tactics back up to GM so I could add +10 Chiv, so no way to check now. Thanks though.
