Frustrated with Dragon Turtles Tactics Gains

I've been training my Dragon Turtle for a few hours today on a Shadow Elemental with great gains in his Wrestling, Anatomy, and Eval Int, but not ONE point in Tactics. He started at 52.3 and hours later he is still at 52.3! Could anyone take a stab at what am I doing wrong?

What was the Tactics level on the Shadow Iron Ele? You need to be within ~20 (in either direction) to have a chance of gaining. If it's outside of that range (say 89), you wouldn't gain.

Try harpies, not sure if the dazed ones or whatever they are work, but that was always my go-to when my pets stalled early on.

The one I was training on is gone, but this new Shadow Eles tactics is 64.1. My turtles tactics is 53.8
