We have the EM/EM RPC rune vendors set back up at the Community teleport hub, located in The City of Kijustsu Anei Village. Instead of full runebooks they are sold individually at 12gp.

You can reach the community teleport hub by going to the island of Homare-Jima from the public moongates. We will try our best to keep them stocked. Anyone found emptying them to try and ruin this community service will be permanently banned from the building.
