Does luck change %%s for quest drops?

I would think "no" but on a couple different occasions I have read different post by different people saying that they try using high luck suits and it seems to give better rewards.

Maybe this can be a FOF answer or something but can someone take a look into the code and see if luck changes the runics drop rate...and even for the other repeatable quests that give the boxes.. the mods on the weapon/armor/jewel drops... is anything changed by luck?
