I personally think this is still undetermined. Some will say luck affects the loot. Others will say it doesn't. I have seen no proof either way.

Zippy - I've seen multiple statements by the Devs since 2003 that says luck has no effect on the chest itself.

And they also can't fix alot of bugs that have been in this game for years. So pardon me if i don't believe everything a dev says.
