Does cooking increase fish steaks?

I have zero cooking and will be cutting rare fish into steaks.
I was wondering if I get the same amount of fish steaks with 0 cooking vs 100cooking? OR if there is a range based on skill?

Why cut them up. Save them for other quests. Buy reg fish from NPC if you need fish steaks.
