I'm pretty confident Cal does not work on UO. He is simply there to reassure us that the people in charge of UO are not entirely incompetent. That being said, I'm not so sure he's doing a good job.

I don't know from the video it seemed to me that Cal works for Mesanna... Not sure what he does do....
