Do I have a bugged pair of Merchant's Trinket Earrings?

I just bought a pair of Merchant's Trinket Earrings, and put them on. I then went to another vendor to buy a Tangle, and when I bought it, I was charged the FULL PRICE! I wasn't given 3% off, like the earrings say I am to be given at vendors.

What is up with that? Am I supposed to say a special command or something? Why does this game alays do things like this?
