Maybe the banner was mislabeled with the date of Banner Placement instead of the house... I'm not sure though, I have 7 houses myself well over- the required age for the banners, I just don't want the banner in my yard...

The rule has always been 10 years. The only person who places those banners is Mesanna herself, it has always been that way.
I'm guessing she was distracted while placing that and typed in the current date instead of the house placement date by accident.
