I believe the hard cap is 18.

From items its 18, but there's no cap from other means.

you want hpr, go with a human +2 hpr racial bouns, ninja 120, dog or cat form + insane hpr not sure number but its massive. Wear a brace of health doom artie +10 hpr, then need 8 more off gear and you be capped and its huge throw in a spellweaver gift of renewal and gift of life your quite the regen madman. I did a hpr warrior ninja for awhile it was nice and quite a nice pace of play focus attack and 50% leech mana, 50% life leech, 50% stamina leech, became 100% leech all three with each focus attack was nifty ninja.
I plan on one day remakeing that sort of character but with massive reflect phizical dmg and self repair gear just to go wandering spawns throw in some dmg eating new arties and could be very neet. just need to get the new arties then ill think about the character once more.
