Devs, do you ever plan to let players (or me the only player) transfer off Siege?

I just came back after 4 years to check out UO again. I logged onto Siege to find, well, nothing, no one, no one anywhere, it's wild. Do you ever plan on allowing characters to transfer off Siege? I can understand not being allowed to transfer to Siege (Don't know why anyone would want to) but please allow me to leave, cuz well, it's sooo dead.
