Yes they still spawn but I don't know how often.

The common ones drops pretty often.
The uncommon ones drops every now and then if you´re lucky.
Haven´t gotten a rare one yet...
At least this is my experience on them.

Rare ones only drop on Paragon golems. Like every hundred or so...

Don´t know about the Juggernauts but every time I´ve read about rare music gears, only Paragon golems has been mentioned...

Oh ok cool. Must not spawn very often, must have killed like 15 or so golems and havent gotten one yet.
