Craft Weapon with 500 imbue intensity but no DI?

How do you craft an exceptional weapon with 500 imbue intensity but WITHOUT damage increase? Is this possible? My understanding is that non-exceptional weapons = 450 imbue intensity. Exceptional weapons = 500 imbue intensity + damage increase.

You need to remove DI after you create the item using a whetstone.
