Complaint: My blackrock stew quest is broken

I had the quest for a long time, and finally got the items needed... but then I couldn't finish the quest because the quest lost the person I was supposed to return to! ARRGH !!! Notice in the picture where it says "return to" and does not have a name. Going to Salis didn't help, he says he has nothing for me.

Have you checked your loyalty score? You need to have more than 5,000 loyalty points towards the opidians (which makes you an Ally of the Ophidians) to be able to take the quest. Maybe you can't finish the quest if your score is lower today.
