Crafting Cannot reforge 100% elemental damage weapons anymore

Was this a hidden change?

I see lots of posts about people reforging with many tries to get a 100% elemental damage weapon with no other mods to continue to reforge again.

I just get "you cannot reforge this". Was this changed? Never possible?

This was a bug that was fixed, same with balanced

Previously you were able to reforge items with certain properties more than once. This has been since been resolved and you are now only able to reforge an item one time.
