Can you gain magery with a mage weapon this way...

Yes, if you lock whatever weapon skill is associated with the mage weapon you're using.

115.2 magery. use a wand -28 magery. Lock mace fighting... = Gain magery?

Also, make sure that your adjusted magery level is higher than the weapon skill level. If you have the weapon skill AND magery AND you are using a mage weapon of the same weapon skill type, the game will take the higher of the two.

Ex: You are GM Mace Fighting and GM Magery. You use a -29 mage weapon wand (mace weapon) and you strike a target. Your mage weapon level is 71, yet your mace skill level is still GM. The game will calculate your chance to hit based on the GM mace fighting since it is the higher of the two.

Rare to run into this problem, but with soulstones and all the wacky templates being tested these days, it never hurts to know something like this.
